Should have been accounted for in 11866 fix and caught in a smoke test
before being released to QA.

Please review the various scenarios with QA before changing this to fixed.

Fixed as per 11866 in ScriptBinding.xba in UpdateCfgFile.
Grep'd code for other creations of FunctionProvider. Only uses in
StarBasic have been fixed. Creation from protocol handler has also
been checked. Discussed scenarios with RK.
