When you save an Outline Nubbering format with:
  Outline Numbering->Format->Save as
it doesn't save the used Paragraph styles.

When you import the Outline Format in another document you get the
changed layout, but Heading 1 to Heading 10 are used.

That's right. The Paragraph Style is not saved when storing an Outline
numbering format. I think, it is because, when you assign a custom
paragraph style to an outline level, the para style cannot be used in
other document (custom styles are only stored in documents, not globally).
So the dialog cannot remember the correct paragraph style.

MRU->OS: I think it can be useful when the style is saved. If a custom
style cannot be found be the dialog, then a fallback to the "Heading
X" styles should be possible to implement.

SBA: According to the OpenOffice.org roadmap 
http://tools.openoffice.org/releases this issue was retargeted to "OOo
Later".
