Provide UI elements to toggle the status of the configuration item introduced by
102448 (http://qa.openoffice.org/issues/show_bug.cgi?id=102448)

The warning dialog itself should display the option to not remind again in the
future by a simple checkbox. Additional user should be able to turn that on
again later via Tools->Options->...

From my point of view it should not be possible to turn off the warnings
regarding data-loss, at least not with UI. 

From other side it is already possible to do it for the dialog shown while
exporting to other formats, the dialog can be turned off.

So this solution would be consistent with the current office design. I am just
not sure that the design is completely correct in this point.
