The workaround for this issue is to change the style of the line , just a paragraph mark from bulleted list to normal.  Once this is doen the list is imported correctly.  There is a second class of similar but related issues that can be solved by placing a single space in athe otherwise empty line.  It appears that embedded empty lines, used for vertical spacing can casuse problems in a list.  If this is separate I can provide a short file to demonstrate.
